Voting Process

Clubs

Club presidents are required to report the club delegate(s) and alternate(s) OR proxy to Zonta International Headquarters. Only in-person attendees may serve as a delegate or alternate.

All club leaders were emailed a link to the online Credentialing Form. No delegate information will be accepted over email or from anyone other than a club president.

According to the Zonta International Bylaws Article X, Section 4, the number of club votes and delegates is determined by the number of fully paid memberships on record at Zonta International Headquarters as of 1 March 2022. Club presidents will receive the number of votes their club is entitled to in an email communication from Zonta International the first week of March.

According to the Zonta International Bylaws Article X, Section 4, delegates must be members from a club in good standing. A club in good standing has completed the following:

  • Paid their 2022-2023 international dues in full
  • Updated the club membership list online
  • Paid district dues and area dues (if applicable)
  • Has a club president on file with Zonta International

Delegates and Alternates

Delegates are Zontians in attendance, who are representing their club by voting at Convention. An alternate may take the place of the delegate(s) in the event that the delegate(s) are hindered in participation, therefore both delegates and alternates must be credentialed with Zonta International. Only in-person attendees may serve as a delegate or alternate.

Potential delegates and alternates must be registered separately to attend convention in order to be designated by their club as a delegate or alternate. After the chosen delegate(s) and alternate(s) are registered for convention, the club president should fill out the online Credentialing Form to submit it to Zonta International Headquarters.

It is very important that the delegate(s) and alternate(s):

    Familiarize themselves with the Zonta International 65th convention webpage and check back regularly for updates.
  • Register in a timely manner for the Convention, in order to be designated by the club president as a delegate/alternate.
  • Understand the Zonta International Bylaws and the documents that will be voted on at Convention.
  • Participate in training sessions specially allocated for them and in business sessions at Convention.
  • Collect and return voting machines according to the instructions given in the training sessions.
  • Report back to the club, and clubs carried as proxies, the results of the Convention.

Proxies

Any club unable to send a delegate to convention may be represented by proxy. A proxy is a delegate attending convention, who has agreed to also carry another club’s entitled votes. A club electing to be represented by proxy is entitled to its total votes. Any one (1) delegate may carry proxy votes from up to two (2) other clubs, except that the total votes carried by one (1) delegate may not exceed five (5).

A club electing to be represented by proxy must locate another club sending a representative and contact that club to obtain agreement that the potential proxy club will carry their votes. Governors and other district leaders may assist clubs in locating a club to carry a proxy. After the proxy club agrees to represent the requesting club, the requesting club should fill out the online Credentialing Form and submit it to Zonta International Headquarters.


Further Voting Information

Credentialed proxies may both serve as delegate for their own club and carry votes from up to two (2) other clubs as a proxy during voting sessions. To exercise these privileges, delegates must wear their delegate identification in all meetings and be seated in their designated area at least ten minutes before the scheduled meeting time.

If delegates check-in after the submission of the first credentials report, they will assume the status of voting member upon completion of delegate check-in. Credentialing of delegates will be closed 30 minutes prior to the scheduled start of each business session and remain closed during each voting business session.

If permanently leaving the Convention, delegates must report to the Credentials station and return their delegate identification and voting machine. The alternate may then assume the status of delegate for the remainder of the Convention upon clearance by the Credentials Committee.

In the event a delegate leaves the Convention temporarily, the alternate may assume the status of delegate only for the absent period as confirmed by the Credentials Committee.


Types of Voting

Below is a description of the type of voting that takes place at the convention. Delegates should be prepared to vote on each topic.

1. Elections: Online using the Simply Voting platform (delegate must be in-person at convention)
- 2022-2024 International Board Officer elections.
- 2022-2024 International Board Director elections.
- 2022-2024 Nominating Committee elections.

The ballot is prepared in advance, but changes are possible the day prior. Votes are tallied but not announced immediately on screen. Results are announced (and on screen) later the same day. Immediately following the voting session, the election committee will verify the election results.

2. Bylaws issues: Votes in-person using handheld devices
Proposed bylaws changes will be projected on the screen in a word document in small segments with revision marks. The document will be prepared more than a month in advance. Amendments from the floor may require live changes on-screen. The results of each vote will be projected on screen at the end of each voting period showing the raw vote and the percentages.

3. Plans/Goals: Votes in-person using handheld devices
The strategic plan and biennial goals document will be prepared more than a month in advance. Amendments from the floor may require live changes on-screen. The results of each vote will be projected on-screen at the end of each voting period showing the raw vote and the percentages.

4. Procedural votes from the floor: Votes in-person using handheld devices
Each procedural issue will be projected on-screen. The results of each vote will be projected on screen at the end of each vote showing the raw vote and the percentage.

There will be some voting each day of Convention. Please keep apprised of the convention program schedule as it is subject to change.


Bylaws

Convention business includes a session where delegates are presented with potential amendments to the Zonta International Bylaws and Rules of Procedure. There may be resolutions put forth from the International Board and Districts to be considered for the biennium.  

Additionally, the Zonta International Bylaws Committee has issued a report on the resolutions passed by the voting delegates in 2020, authorizing the revision and restatement of the Bylaws of Zonta International. This can be found in the Club Mailing along with other information on proposals.
